git-action : PRchange, re-run all jobs 본문
A->B로 PR 보낼때
A에 commit이 추가가 되면 PR도 변화한다.
git-action을 돌리고 다시 돌린다면 commit이 들어오기 전것으로 돌아가지만
commit까지 PR에서 확인하면 git-action또한 commit된걸로 돌아간다
